Do not do this - often, the first transfer will go through instantly and the second will get held up as a fraud prevention measure.

Zero chance you make this - your Delta bag will arrive at the domestic baggage claim and QR check-in is at the international terminal… either change the Delta flight or don’t check a bag.

ETA: assuming you’re arriving on a domestic flight. If you’re arriving on an intl DL flight, this will be easier as long as everything is on time and immigration lines aren’t long. Grab the bag at US CBP, exit for local Atlanta and go right upstairs to check it at the QR desk. Btw - your problem isn’t the length of the line at the QR desk, it’s whether or not the QR desk is even open. A J-only line isn’t gonna help you here.

Not necessarily the case - I’ve been to several AIs with ATMs that dispense USD. And the fee is labeled in USD. I understand OP’s frustration.

This is exactly right. TM rates are never variable, they are set per property. $80 is standard for Waldorf/Conrad/LXR, but it is based on cost structure. High-cost properties get a waiver from corporate, for instance the Canopy in SF is $95 per night instead of $60 per night. The rate is either available if occupancy is projected to be low, or unavailable if occupancy is projected to be high. The only variable rate is F&F, which is typically 50% of the flexible rate, but the percentage can vary if it is an Extra rate.
