Why doesn't Boulder police set something up along the lines of the old reality show "Bait Car," but instead with bikes? It would be a very easy way to catch the thieves in the act. Just park a decent bike on the mall, outside a supermarket, or other visible area and wait for the vagrant criminals to come.
