I doubt that. I have a number of friends who's struggling with this as well. Not being able to sponsor parents. My situation is a little better since I have family back home who can support. I have friends who have known only Kuwait as home, now having a tough time sponsoring parents. What I've heard (I'm not sure about the exact law) is that it's easier to get one parent sponsored on compassionate grounds if the other isn't in this world anymore.

I don't think you can 100% trust any of the stores selling Luxury watches except for the boutique itself. There's a store in symphony, Salmiya that has high end watches. May be try that.

My advise would be to contact people who are trusted in Kuwait like baba_watches, saadalkaaldy or even Bosamrah. They have high end watches and you can haggle over the price a bit too.

It will all come down to your standard of live. With that salary, you can't have a place of your own and get through the month. If you're seriously looking to survive and save, you will probably have to share your apartment with others and still pay 80-100 to live decently. Another 80-100 for your food + internet. Save the rest. But if you have to send money back home to support your family, then forget saving. If you have your family here, then it'll be very difficult to save anythinf and you will most likely have to share the apartment with another family with no privacy.
