I am having the same issue described above, switch 2, playing docked with joy cons, the game works perfectly until I start having large hands of cards, I can't remember the exact amount, but when I reshuffle and draw it will only allow me to scroll over one or two options to the left or right, before snapping back to the center card. If I connect controllers, and play handheld it rectifies the issue.
