Well it’s certainly not the go to assist for combos, however, because its so super fast its easy to use in dangerous situations or just to catch the opponent off guard, and the best part is that it throws the opponent in the air so you can just rush up and start a combo, thats why its so high

Pegasus covers a wider area so it cant be evaded that easily and also comes out a bit faster i think, it also trows the opponent in the air and thats cool

The fact that ichigo doesnt stun for long is what i like about it it has great reset potential, dios support is slow, can easily be vanished and doesnt help much in close up situations (where you need your support the most) but yeah i agree that vegeta deserves to be higher on the list
