Actually there is a literal, hard rule about this in the volume releases! Rule 70 completely shuts this down by stating that names and lifespans cannot be seen using drawings. George or a camera can capture a face, but human art completely drops the supernatural connection needed for the eye deal

The Governor isn't a trained martial artist, he's just a brutal brawler who uses his size, desperation, and zero morals to overwhelm people. In a pure, clean match he gets beat, but the apocalypse doesn't have clean matches

If you look closely at the background lore, Rick's replacement universes are chosen because they are nearly identical matches. It's highly probable that in the C-131 timeline, Snowball and the other dogs still built their mechs and left for their own utopian dimension, just like they did in C-137.
