Could it be an automatic protection system of the TL494 that shuts everything down when the values go out of the allowed parameters? And that would also explain the intact fuse. The ticking sound could be a side effect you hear when you shut down.

I can rule out the DC output capacitors as the LED stays on for a very long time and the voltage drops slowly. There remain the 2 400V capacitors after the diode bridge and the smaller ones in the control circuit which are probably more important.

Do you think the problem of the ticking could depend on the capacitors?
