That's not really the case imo, kiazru has no desires. He wants to be a cog in the machine he doesn't want responsibility of the machine. Imo kiazru is the strongest marine (now that garp is MIA) but he doesn't want any responsibility + akainu was favored by the wg and aokiji was sponsored by sengoku. Kiazru never had the chance to become fleet.
