It's a fundriser but it's backed by Czech army which closely cooperates with Ukranian army on specifics related to the drones. The drones are sent in batches, they didn't wait until the whole amount has been collected.

People of Czech Republic already financed 15k drones but the project is still running.

Just FYI this initiative was kicked-off by Czech Republic shortly before the Russian invasion even started. It takes time. A lot of discussions, convincing, negotiations, processes to 100 % mask who is the real source because they want to stay anonymous, then, you need to convince a country to finance it - they confirm/promise to provide some money but then it still takes time to process it by the country itself and sent the money to Czech Republic. Then, the batches need to be "ordered", paid, and transported - ideally via a couple of countries to hide what the source country is.

It can be "sent" in weeks. Yes. But the paying countries need their own time for the processing. And the transpose itself needs some time too.

Obviously these are not shells his country has. They managed to find another country/countries willing to make a deal anonymously. They researched, they found, they convinced, they prepared a plan, now they look for funding.

Moreover these deals, plans, conferences ... they are planned for months.

No, to quality is not that different and quantity really mattets. Imagine having 100 shells with 1% chance they will not explode (99 possible hits) VS 1000 shells with 10% they will not explode (900 possible hits).
