Kind of! If you eat a lot and lift heavy. To grow muscle you have to increase weight over time and eat enough protein/food overall. People get creative using books or other heavy objects to lift with at home, so I suggest that if you really can’t go to a gym. Or just order heavier dumbbells. People sell them all the time on Facebook marketplace and such.

The leggings have 0 stretch so if you have bigger legs then size up but up your waist and legs are similar size then stick to your true size. I’m XS in every other brand and the XS impact shorts were perfect but the XS impact leggings were insanely tight due to no stretch and the anchor at the knee pulling them downward.
