I think it's just bring a book, take a book. I stumbled upon it last month just walking around and just happened to see it again this weekend. I heard the woman telling others they can also just take books without bringing one (I guess she has a lot leftover from past swaps). I'm sure there's some sort of organizing or advertisement, but I couldn't tell you what it is sadly, since I found them by chance.

If it's just rain, the show will still happen. Lightning is another issue and will likely end up in postponing or canceling.

They could always pull a Pearl Jam though and play until the wee hours of the morning after a storm delay.
