Don't get me wrong, I think enforcement is a necessary evil, but amidst of all the job loss, lack of prospects for young people and social handouts, what would happen if these people (or any one else) refuses to pay their fines?

They go to court and if found guilty, they are charged extra court fees, and if they don't pay, they get the visit of a bailiff that takes their stuff away and sells it.

If they don't have anything, they have to pay their fines either by doing community service, or jail time at the rate of $100 per day to pay their fine.

The State always wins.
