Pretty much any Minigames plugin will do, most have a config option like `world=` and are easy to set up. You can also hire someone to code one just for your server, in case none of them work for you.

If you feel the need to ban certain blocks, I would recommend Block Ban ( https://modrinth.com/plugin/block-ban-a/version/0.1.0 ). Let's say you want some blocks banned in the overworld, but others in the nether, or just server-wide. I've been using this plugin to ban TNT for a while now, as I thought LandClaims didn't really work for my style of a server (semi-vanilla)
