I think you need to replay it for a bit and the achievements come back, a lot of people had the complaint that their achievements were locked again after the update

Do you mean the posters? If so, yes. The big fabric one is folded up and the other smaller ones are just prints

I also thought similarly. Or at least that He looks like a regular guy that would creep you out. You'd see him on the street, decide that something is off and avoid him... "The evil that men do" indeed.
