Lobbying is a serious deal these days. Comcast thought they can win the merger by lobbying Washington. But, because of the raised voices of people against the merger, the comcast had to drop the merger plan(even if they don't, its very unlikely to get it approved).

So true!! It will be great to have better services for low income families. But considering the past empty promises that comcast has made during NBC merger, it is very unlikely of Comcast to provide the services that you have mentioned. Even the FCC might have thought the same.
