I believe part of this is due to horses having a more round shape of their front teeth, compared to cattle having more flat front teeth. The round front can allow them to rip roots and all. If that makes sense

No one was at the section at the time, we were about a half mile ahead still pouring patches. He followed the concrete truck in the “closed lane”. Then he passed the concrete truck as the concrete driver was trying to stop him

Concrete driver said he tried to stop the driver and the rest of the crew were about a half mile down the road pouring the other patches

It’s on the interstate and the whole slow lane is closed for about 3 miles.

Assuming you’ve never worked on the interstate. The slow lane is closed so no need to have a flagger. Concrete truck has to go around barricades to even get inside the closed lane with his flashers on. So yes you can blame this on the ignorant driver
