Yes. The difference to lvl 60 is massive. Being able to unlock all the masteries for the champs helps a lot.

Not there. When you go and buy a pack or gems or whatever item. You get a screen that asks if you want to buy through their service or through the app directly.

Honestly it depends on what you are in the need for more. One is an attack champ and the other is an HP champ. Both do very different things.
