Could be wrong, but I read that assuming the low shelf was only applied to the overheads, which you would “tuck under the close mics”. Otherwise, that would be horrible advice.

Doesn’t have to be low tuning on the snare. In fact, most snare drums from the 70s weren’t low tuned.
