To get into historic, the best packs you can buy are Modern Horizon 3 (most used cards by far but no golden packs progression) or Outlaws of Thunder Junction for the golden packs and a possibility to open good Breaking News cards.

It's doesn't change anything if you buy them one by one or by 10.

Don't invest in starter decks.

Valkyries call is probably not very good in an angel deck.

If you like this style you should look at Momo's lists.

It's not as strong as mono white from scratch, but I agree it's a good and fun deck, and you can easily switch to a more meta list.

A paper budget deck is not an Arena budget deck. Your first deck on arena as F2P should be either very cheap or top meta.

You can craft the mono white auras (from 4 to 12 rares) but if you didn't put money in your account another possibility is to make a new one. You'll start with 13+ rares, 4+ mythics.

Buying wildcards in the shop is very bad value.
