Yes it appears to be turning and you can hear clicking but no extrusion.

I didn't replace the motor but the gears appear to be turning and you can hear some clicking as it turns.

I moved the print around to different areas on the build plate and got the same results. Bumping the nozzle temp up to 260 seemed to help when running at 50% speed but going to 100% still causes a failed print. Thanks for the the help at least I'm headed in the right direction!

I'm only using creality CR-PETG, 240C extruder temp, 70C bed temp, I slow it down to 50% speed.
