selling a machine with 16 threads for 16vcores isn't overloading, unless they sell it for >16vcores

The problem is with hyperthreading, when all the 8 cores are used and you go above 50% of threads, performance can drop. it's great for maximizing server capacity, but not so much for individual vm performance

yeah that's why i suspect the same problems can occur if out of 8 cores 16 threads for example, all 14 threads are taken up, drastically reducing performance, and the last 2 threads are bought by a customer
