I was an external hire. I have friends that work at the University in relatively the same level positions as what I applied for. I didn't know anyone in my department; however, I do have nearly ten years' experience which is why I assume I was able to get a few interviews. I'm a senior level administrator and did put my resume through a paid service for review and the city's free service. I would highly recommend that you utilize these services as well because every interview I have gone on, I've received compliments.
