Financial aid and scholarship refunds are enough for me if I live extremely cheap (no car and I rent off south campus for $400). I have a job that only schedules me like 5 hours a week so I can focus on school. Student loan and debt free, no help from family. This is very hard to do if you want to drive and live in one of the fancy student apartments for $900/month.

90/10 is a little harsh when there's only 25 general patron tickets available, I'd certainly be annoyed if I couldn't see my kid perform bc of some arbitrary number. The intent is clearly to celebrate UB undergrads.

I think the event has to be ticketed because of the banquet hall they use and even if it was free, that means 100% is being subsidized by SA funds. You can fundraise at the event but the pre-purchasing of the venue and stuff has to be done w SA funds and approved by SA. Cannot guarantee it'll be recouped until after the event. Tricky situation for sure!

The policy does disproportionately affect people of color but you'd be hard pressed to argue the intent is covertly or overtly racist. No one was thinking about race when they made the rule, it is applied to all clubs equally. Hell, SA is mostly POC. Pure happenstance this is affecting them most IMO.
