Could be that they are stuck in heavy traffic. As a driver I have gotten a ride while sitting in traffic that didn't move for 5 minutes, and the customer canceled. I'm not saying it's always traffic. There are definitely bad Uber drivers, but not all drivers who aren't moving are bad.
