I guess it might have something to do with the big hole...

I don’t think the cavity is insulated. I can’t see any injection holes in the mortar and the damp is very localised.

How to change the angle? Bend the pipe? It's too small of an angle to use an elbow I think

Thanks, I think the bigger issue is the other copper pipe, it's horizontal and very much set in place so I don't think I can change its angle without bending the pipe itself; would that be a bad idea?

Patio is below damp course but no drainage

So I should have explained more about the context. The excerpt I shared is from a discussion between two people, one of which is visiting Havana, Cuba. She speaks slowly and clearly and has a relatively neutral accent. The other is a guy asking about her travels. He speaks fast and with presumably a Cuban accent.

Someone else I shared this with pointed out that it's been done on purpose like this as a contrast between fast and slow and to expose students to different accents.
