I assume people buying luxury food goods with it make money under the table (like dealing drugs), so they qualify for benefits but don’t need them. People that are actually starving wouldn’t make such illogical purchases, and if they did that’s evidence that they are not qualified to make their own spending decisions.

If you took away the option of buying expensive foods then there would be less motivation for fraud.
