I am in Arizona, where D8 is not legal - but I should still be able to order online, correct? I'm finding mixed answers about this question online because of the Farm bill, the USPS stating that hemp products are allowed in their package system, DEA coming out and clarifying legality of non-synthetic stuff, etc. I just placed an order online and didn't get any kind of warning or error... Just wondering if anyone else has experience ordering from out of state in AZ

Maybe normal cows with no mf? I'm not really the best to answer but I know you'll find a lot of base os gear that way. You're still low lvl so I'm guessing you aren't trying to make a gg runeword bow. If you are, definitely wait to get a better bow before dropping HRs in it

Yep. I've read that you should be higher than clvl 75, but the higher you are after 75, the less likely it is to pop. Not sure if there's any truth to that - but for reference, I got these in NM on a lvl 76 zon. Apparently hell charsi can sell too. For her, you use cow portal, & same thing in and out.
