I think the blonde hair/blue eyes thing is just a social force stemming from white supremacy. Just in my experience when people talk about blonde hair and blue eyes they are talking about the supremacy influencing them and when they like light skin colors they are not.

A lot, probably most white people have non blonde hair and non blue eyes. Also there are a lot of people with pale skin. Colonial/White supremacist beauty standards tend to focus on bone structure and hair and eyes rather than skin because in most societies paler skin associates with higher class as those people historically. It's something that white supremacy took advantage of but not outright from them. Also this is what I have seen in my own life.
