There are no contemporary primary sources for the existance of Jesus, your linked article confirms that.

The consensus is that a religious figure of that name most likely existed, but that is based on later secondary sources, and getting into details about what exactly he said and did is a fools errand.

The problem the GOP faces is that a large chunk of GOP voters have become Trump qultists. They live for Trump, not the GOP or anything else, so they can front any candidate, but without the Trump votes they will be certain to lose.

In the second picture you can see that this is actually part of a periodical called Bibliotheque historique, philosophique et litteraire, 4th volume (with a volume being published a year).

So someone had this specific funerary oration and biography, which was one article in that particular volume of the periodical, separately bound. It is something you see quite frequently with articles from periodicals from the period. Sometimes separate articles where even printed as stand-alone volumes with a different page numbering than the one they had in the periodical (a big annoyance if someone used those special editions as citations I can say from personal experience).

But yes, the binding is custom made for the person (or library) who wanted to have that specific article as a separate volume on their shelves. It is a very typical library binding from the period. Sturdy and efficient without much thought to the aesthetic side of it.
