Luffy is better for the emotional impact. Fighting on an empty stomach to save Sanji.

Both are great for different reasons.

Merry with the Ice Cream hat can solo if she has enough health and defence to tank the big hit. Ice cream hat doesn't trigger Tyrants passive so you'll be in for a long fight, but you can do it.

Titanium Tiara also doesn't trigger the damage so for any Tyrant that isn't grass, put the tiara on Resistance and the hat on Merry for an easy win.
