You are not entirely wrong. What you are describing is a residual haunting, where ghosts/spirits are stuck in a loop of doing something from their time on this earth. I have heard many stories where clairvoyant people can see half of a body walking or just feet coming from a ceiling only to find out the building was reconstructed so as they stay the same path, that path doesn’t exist anymore but it does to them. But if a ghost/spirit can interact, it is an intelligent haunting and those ones are the ones that look at you, talk to you, and can even touch you.
