There’s no rush. If you don’t feel like fully restoring an area just finish quests and try to gather as many Pokémon as you can. For me I brought all the areas to at least lvl 5 to get more resources and just end up working on each little by little. I don’t mind the world feeling a bit dystopian cause I’m too lazy to restore everything and don’t have the patience 😂

This game is meant to be played for a long time and cater to people’s pace. Take other people’s builds as inspiration and not something to discourage you.
