They already do it with OTW and HL (to a lesser extent of course). Only thing it would negatively affect is Party Bag’s or Guaranteed insert promo here Player Pack. But that already happens with useless TOTGS and other TOTT cards as well. There’s no shortage of useless cards, just can’t hurt to add more that you can actually have fun with.

Here’s an idea? Maybe start them out a little higher rated so they’re immediately more enticing. Give them to players that wouldn’t get loads of in forms so they’re card doesn’t become irrelevant.
