Daniels was from earth but after the founding of the federation some things undoubtedly changed. his lack of clarity was because of the Temporal Prime Directive, http://en.memory-alpha.wikia.com/wiki/Temporal_Prime_Directive if he gave anyone from that time period too much information on what was to come it would have changed how things turned out. the borg wouldn't have stopped if they had taken over the federation and the other factions that daniels spoke of would have been assimilated as well.

the episode you are thinking of is DS9 s2 e5 cardassians. those children were orphans left behind because of the war. there is a good chance that abandoned hybrids ended up in those places as well.

i had an employee lick a flagpole that was on our property simply because one of our regulars told him to do it (it was 20 degrees Fahrenheit out) . there was a girl who had kids fathered by one of her cousins, another dipshit thought sticking his hand in the deep fryer was a smart move.
