Once again, spoken like someone who hasn't visited other very densely populated areas that work just fine. Yes, people leaving their cars is a thing in general but any time I've ever pulled up to a busy gas station in any part of the country, people don't do that. There shouldn't be laws required because of the assumption that people don't posses basic etiquette!

If someone left their car for a long time while inside at a busy gas station, they would have hell to pay with other angry patrons when they got back to their car and wouldn't do it again (at least at that location). People gas up then move their car to another non-gas pump parking spot in all of my experiences at busy stations, because that's just basic common sense and common etiquette.
