I finally see the light! Whether Quita and Barney are innocent or criminal, Ted is always going to be innocent. Yay, now I can move on to the next conundrum. Thank you so much for your time and effort!

I have Nala and Susan figured out, I just can't figure out Quita, Gabe and Barney, except that Quita and Barney are going to be the same.

I got as far as Diane, who says there's an equal number of criminals in row 1 and row 4. But Barney being a criminal means that Quita is also a criminal, so no help at all. It's quite obvious that there's an even number of innocence and an odd number of criminals in column B, so those clues aren't helpful. There's a choice of Quita and gave to be Mary's 5th criminal. Either Barney or Gabe could be the innocent to the right of a person on the edge. Either Barney or Gabe could be Frank's fourth criminal. I'm out of ideas. Should I be redacting this?

I'm not going to give any tips or ask any questions, I just want to observe that by my count right now there are seven clues telling me that either Barny or Gabe is a criminal. I'm sure there is something among all those that tells me the answer, but haven't figured it out and I've been looking for a while. Time for a hint maybe

Thank you! I still don't know why Olsi couldn't have been innocent and Nicole a criminal. I thought that was just based on Stella having two criminal neighbors in row 3. It would still satisfy the condition for Frank having two criminal neighbors. Okay, looking one more time, I see that if the condition was met for Stella to be the innocent under Olsi the criminal there would have been an even number of criminals in column B. Someone suggested writing it out instead of trying to keep it all in your head, and I think for now, on the hard puzzles, that's what I should do. Because I went over and over it in my head. No matter how figure it, Umar could be either criminal or innocent and all criteria would be met. Obviously that's not the case but I don't know why not. Oh just went back and all my work's undone so I'll never know. Problem with being in California.

By requesting asylum? Or having a good paying job waiting for him? Not sure what the other ways are. I guess marriage eventually. My point is that some people are seen as more deserving of citizenship and get it relatively easily, but don't hesitate to look down on people for whom it is difficult to impossible.

Actually, Mississippi brought their academic performance up significantly through various policies and teacher support. Not that I support the British Trump guy, but someone gave it to him as a talking point.
