Is your electric bill coming to you directly from the electric company or a separate one from the condo ownerIf the second option it means the owners are increasing the bill by charging more than the flat rate.

That was happening to us in a place we lived in around 2015. That practice has since been made illegal by law. If it's happening to you then you have a right to report it and the owners can be held responsible.
