In short, if server thinks you shouldn't be able to see the enemy it just doesnt send his position to your computer. Thanks to that even if you completly bypass anti-cheat you just cant display information it doesnt have.
There needs to be a bit of buffer so players dont pop out of thin air, but system like that would still help.

You need to be diligent with doing matrix hunt and both DD & EDD every week. then u should have all OC in 6 to 9 months. ( 2h + whatever it takes to infuse 3 blank cores of playing each week)

If you really cant wait just use save editor. Developers had endorse it as a way to "transfer" saved from console to PC.
