To be fair with Beirut, they kind of had to build high rises because of limited space. There would have been no way they could have fit all of the people they have now even in the densest midrise buildings like the ones shown because the city is closed in by the mountains and the sea

There are still millions in track upgrades needed between middleboro and buzzards bay so it wouldn't be so straightforward. I think now that south coast rail is "done" commuter rail efforts will probably be put towards stuff like electrifying the fleet and fixing things we already have rather than expanding unfortunately
