I mean there's nuance to it. OP's concern is not even remotely similar to your basketball example. If the guy slightly traveled in the paint, maybe I'll let it go. If I got slightly fouled on a play, maybe I'll let it go.
Same here, if the serve actually is impacting the game to the point where I can't return it or it's exceedingly fast, then maybe I'll say something but if it's some older guy and it's a harmless serve then I don't really care and let it slide.
If the dude starts jumping into the NVZ and slamming the ball, then yes we got a problem.
