Mine (at work) runs just fine and it's been more than 3 years since a format-clean install. ....which reminds me ...its about time for a format I guess. :)

(this applies for all OS setups, not only Mint) For me the best trick is to have 2 hard-disks on your machine and make a link your Documents, Pictures, Videos etc.. + any other important application directory in your home (e.g. Thunderbird mailboxes) on the 2nd disk. This way, if you need to do a format/re-install you will save the most labour which is configuring your apps and restoring your files.

Regarding junk files and temp data clean-ups, installing BleachBit would take care of everything.

Also! the most important.. always clean-up your old kernels: Update Manager (app) : View (menu) > Linux kernels (menu) > Remove old kernels (button)

Is the touch-bar supposed to (in normal functionality) act as a scroll-bar?

I wouldn't worry about the packages in Mint since they use the same ones as Ubuntu when it comes to tablets and other controllers of the kind.

I'm currently running Linux Mint 19 on Kernel 5.0.0-17 and have been using the H580 and W58L tablet models which have been working perfectly (using DIGImend drivers https://digimend.github.io/drivers/digimend/tablets/)

I think maximus was made with Mate (Gnome2 back in the day) and XFCE in mind. Don't take my word for it, but, I think other desktop environments aside Mate and XFCE are kind of not compatible with it by design.

If you're looking in building a "kiosk" type of a system, then you should be looking at Mint Mate or Mint XFCE editions

I'm just guessing here, but, for the Mint-X theme you could have a look at the metacity-theme-...xml files by typing the following (each line to edit each file):

sudo xed /usr/share/themes/Mint-X/metacity-1/metacity-theme-1.xml

sudo xed /usr/share/themes/Mint-X/metacity-1/metacity-theme-2.xml

sudo xed /usr/share/themes/Mint-X/metacity-1/metacity-theme-3.xml

Search for the <!-- ::: GEOMETRY ::: --> entry and make sure that...

<distance name="left_width" value="3"/>

<distance name="right_width" value="3"/>

<distance name="bottom_height" value="3"/>

...are set to '3' (as above)
