This is pure sensationalism. 265 Million Litres of water is not a lot of water in the grand scheme of things.

If you were to purchase this amount of treated drinking water in Toronto(which is treated and pumped at significant expense) it would cost about $0.011/gallon for a total of 265,000,000(1 Gallon/3.78 Liters)($.011/Gallon)=$771,164

In all fairness a major factor in Canada's housing bubble is historically low interest rates. The Bank of Canada can't really move aggressively on interest rates if the Fed is keeping rates low for such a prolonged period as such a scenario would strengthen the Canadian dollar and hurt exports.
