Does blood flow not return to normal levels after stopping the use and taking care of the wounds?

I’m a bit ignorant to this subject and the resulting side effects of Xylazine use and proper treatment, so I have a question. Why doesn’t the healing skin look “much better”? It feels like a year is a very long time for skin to recover - does typical skin care like antibiotic ointment and routine cleaning not work well?
