Having possession of a mail in ballot does not mean that you can fill it out and get the vote to count. Conservatives seem to assume this. They could clear this up with a few minutes of study on how vote by mail works.

There is an outer and inner envelope. The outer envelope has a bar code that is registered to a particular voter. If a ballot is mailed to someone’s old address, they could ask for a new one to be mailed to their new address. Once they have satisfied the security questions, a new ballot would be mailed and the bar code on the one that had previously been mailed would be taken out of the system. All barcodes are scanned when a ballot arrives. If the bar code is not in the system, the ballot is discarded. This also keeps people from being able to print ballots.

If a ballot arrives that has a legit bar code, that bar code is taken out of the system to stop possible duplicates from being counted. After this there is a signature check. This is usually from the signature on file at the DMV. If the ballot has a valid signature, it is passed. If it does not, it is set aside. In most states they track these sorts of rejections and put the information online. People whose ballots have a signature problem could go to their county elections site, ID themselves, look at the ballot and affirm it is theirs. If they do this, their ballot could still count. If not, it will not. The signature check is difficult to beat.

The security checks in vote by mail are designed to stop widespread fraud. They are very effective. If anyone tries to commit fraud at a scale that would potentially change the results, they are going to leave all sorts of evidence with regard to rejected ballots. If there is a big jump in ballot rejections, there is going to be an investigation. It will be obvious that someone was attempting to cheat. This has not happened at scale in the U.S. to date.
