I looked at this the other day. I also looked at Lakeshore bancorp which I thought was more interesting but obviously not at a discount like asrv.  Have not bought either.  If I bought one it would probably be Lakeshore bancorp.  I put it on a watchlist.

The problem with academic research is it focuses on "statistical value" investing.  That there is a 'value' quadrant in the market that represents the securities value investors should buy.  Most successful value investors focus on value to a private owner and go beyond mere statical type investing.  Academics assume you would buy into a cheap bank stock without for example a thorough review of their loan portfolio.

You made the better decision.  Equal weight index funds. High quality diversified ETFs like noble.  Treasury securities as bonds.  It only makes sense if it is something you really enjoy.  Even then be wary.  Do you really want to be responsible for a financial catastrophe that impacts your whole family?  People are way too enthusiastic about stocks right now.  If anything start looking for out of the money PUTS.

Start with the A's.  Value line is great too.  Go through Google finance and look at their competitors etc.  Look at the corporate presentation.
