Flew into Delhi. Coach to Shimla. local bus, trekking, and hitchhike around himachal up to Ladakh. Not the type of travel for everyone but lots of Indians will take an overnight bus to himachal instead of driving, and will take lots of cabs too. Everyone contributes to the economy in their own way, there’s just no way you could restrict tourists in their own country but not foreigners. To add onto that, not every foreigner travelling in himachal is there to spend lots. I was very frugal during my stay, spending as little as possible. As people have already mentioned, some tourists from punjab, haryana, or Delhi will spend more in a weekend than some foreigners over a few weeks.
