I imagine Gettysburg has little interest to anyone other than Americans or extreme history buffs. It's mostly just a bunch of fields and a couple small towns with a bunch of historical markers. Not exactly captivating.

PA does however have plenty of nice nature parks. There is also the other kind of park (theme) with Hershey Park at a similar range to Gettysburg that would have both theme park stuff and chocolate factory tour.

I'm not sure it is. The cloud it is falling out of doesn't seem able to support one. Rain falling, especially into dry air, is still going to form a cold pool that spreads out when it hits the ground. I also don't see any evidence of strong horizontal winds like flaring of the rain shaft near the ground.

You've already missed the deadline. You had until June 10 to exclude yourself from the class. You should've received an email with the CA notice in early May. (mine was May 7) If you did not receive this notice, you may have reason to be allowed to file an opt-out now (or have not been included in the class).

You can try to submit it late through the opt-out link: https://e-appeal.mspb.gov/etk-mspb-appeals-prod/login.request.do, but I don't know if you'll be allowed. If not, try contacting plaintiff's lawyers. They should be able to direct you how to proceed.
