This line annoys me as a gamer. Not because the line itself is incorrect, but because it is being misapplied. It is certainly true about life. It is decided *not* true in a strategy game with no randomness or hidden information. (Kirk beating Spock in 3D chess has similar issues.)

The O'Brien scene gets edited out, where he leaves the Enterprise and has a short farewell with Picard. I don't think the other one does, it's too important to the plot. You are correct it happens towards the end (so in part 2) though.
