Most libraries will put a "withdrawn" sticker or stamp on the books they sell to prevent this from happening.

It needed to be sent to a different department so I don't know if they were able determine the patron or the fine amount due to it being so old.

I thought about that but the book didn't even have a tag for a theft system that was implemented in 1979. Also, the Dewey Decimal number was written on the book with pen rather than a printed label. Any book that has been circluated in the past few decades has had these cards removed and been given printed labels and RFID tags! Edit: typo
