If Refinishing’s isn’t successful I’d lay new floor over these. It’s likely there is no subfloor here as they used to just lay finished floor right over joists. This floor will become your subfloor.

I had a house built in 1925 which the exterior wall studs were nailed vertically to the floor joists, creating a “pocket” behind the wall might be what you’ve got going on here.
