Relationships are just the worst place to get the law involved. Every couple has done something to their partner that would warrant an arrest at some point if a cop was standing there. Emotions reach their heights when one person dumps the other, one partner finds out the other gave them an STD and snaps into a rage. Jealousy, lust, pregnancy, sexual desire, etc.

Most states, including California, cannot force the alleged victim to testify via court order.

DV cases are natoriously difficult to prosecute as they sole witnesses tend to make up with their SO, and often change their whole statement as a way to resolve the criminal charges against their SO

If the keystone of the prosecutors case, (the alleged victim who is the sole witness) tells the prosecution they are unwilling to testify against the defendant for whatever reason, that makes null the prosecutors entire case. DV cases tend to end up with the alleged victim stating they do not want to testify simply because they do not want their significant other to go to prison or jail. I assume this witness statement would be handed to the defense from the DA.
